SECWEPEMC GOVERNANCE MEETING

NEW DATES ~ May 9th-11th 2016~

Splatsin Community Centre

Purpose: for Secwepemc leadership to come together, along with their technical representatives, and plan for a governance system/process which will work for all Secwepemc. The intent is to determine better and more efficient ways we can work together as a nation in the areas of Secwepemc governance, health, children & families, and title & rights.

Meeting Schedule: a draft agenda will be released closer to the date, but the following is an outline for how the 4 days will proceed:

* Governance and Secwepemc Title & Rights
* Health and Wellness
* Children and Families
* Implementation Planning
* Setting Priorities & Dates for 2016

Participation: The ceremony on the first day is open for everyone to attend. The following 3 days will be facilitated by Dan George (Four Directions Management). All Secwepemc political representatives and their selected technical staff are encouraged to participate. Community members are welcome.

Travel & Accommodations: We strongly recommend booking your rooms as soon as possible. There is one hotel in town, the Howard Johnson, with rooms for rental; their phone number is (250) 838-6825. Outside of that, there are accommodations in Armstrong, Vernon, and Salmon Arm as well. All participants are responsible for their own travel expenses. Travel costs will not be reimbursed.

  • Engage in value-added, solution-oriented dialogue that will chart our critical path forward.

 

Day One – Where are we at?

Monday, May 9th: 9am – 4pm (breakfast and lunch provided)

  • Welcome & Introductions
  • “Story of the Porcupine” – Elder Julianna Alexander (Splatsín, Co-Chair Secwepemc Elders Council)
  • Presentations – What’s going on in the territory?

Each of the following presenters (invited only; not yet confirmed) will have 5 slides and 15 minutes to discuss: mandates; current activities; successes; challenges; and key messages.

  1. Secwepemc Child and Family Services
  2. Secwepemc Health Caucus
  3. Secwepemc – Hydro
  4. Secwepemc Reconciliation Framework Agreement
  5. SSN
  6. Lakes Division
  7. Esketemc
  • Group Discussion on “what did we hear”, “where we are at”, and thinking about “where do we want to go?”

 

Day Two – Where do we want to go?

Tuesday, May 10th: 9am – 4pm (breakfast and lunch provided)

  • Recap from previous day
  • Who are we?
    • Secwepemc Laws
      1. What are they?
      2. How do we enact National laws?
      3. How do communities interface with our National laws?
    • Governance
      1. What’s been done to date?
      2. Processes – how do we govern the territory? Health? Children? Natural Resources? Who does the work? How do we fund it?
    • Governance Scenario Planning – What do we want? What would success look like to us?
      • Breakout groups will be formed and each group will discuss the following five scenarios:
        1. Status Quo
          • Key words: Indian Act, Band Structure, INAC Controlled, etc.
          • What are the pros of this scenario? What are the cons? What information do we require under this scenario? What are its characteristics/attributes? What are the next steps?
        2. Title and Rights
          • Key words: Litigation, Courts, Evidence, Collective Title, etc.
          • What are the pros of this scenario? What are the cons? What information do we require under this scenario? What are its characteristics/attributes? What are the next steps?
        3. Final Agreement
          • Key words: Comprehensive Claims Policy, Treaty, Negotiation, etc.
          • What are the pros of this scenario? What are the cons? What information do we require under this scenario? What are its characteristics/attributes? What are the next steps?
        4. Living Agreement
          • Key words: Relationship, Partnership, Negotiation, Shared, etc.
          • What are the pros of this scenario? What are the cons? What information do we require under this scenario? What are its characteristics/attributes? What are the next steps?
        5. Unnamed
          • What haven’t we thought of? What would be different?

 

Day Three – How are we going to get there?

2016 Bursary Awards Program

The SNTC is committed to supporting Secwepemc youth pursuing post-secondary education. SNTC has 4 bursaries available in the amount of $500 each. Bursaries will be awarded to those youth who show a commitment to preserving Secwepemc language and culture and are enrolled in a post-secondary program this fall of 2016.
