ASETS receives funds provided by Human Resources & Skills Development Canada (HRSDC) to provide training and employment opportunities to Aboriginal people within the Central Interior.

Our Mission
ASETS proactively negotiates and provides access to and distributes financial resources related to Aboriginal Human Resource Development, and advocates the enlargement and enrichment of Aboriginal Employment.

The ASETS agreement provides employment & training funding for all Aboriginal people on or off reserve, residing within the Central Interior service area including 30 local First Nations through sub-agreements with:

1) SHUSWAP TRAINING EMPLOYMENT PROGRAM (STEP)

Since the signing of the National Framework Agreement between Human Resource Development Canada (HRDC) and the Assembly of First Nations in 1996, and the Regional Bilateral Agreement signed in 1997, First Nations have had control over aboriginal training and employment services in BC.

The Shuswap Training & Employment Program (STEP) administers training and employment programs for 10 Shuswap communities and surrounding areas within the southern interior.

STEP has established a Board of Directors made up of one representative from each participating Shuswap community: Adams Lake, Bonaparte, High Bar, Tk'emlups, Neskonlith, Simpcw, Skeetchestn, Splatsin and Whispering Pines/Clinton Indian Bands.

Program Objectives
The main objective of STEP is, through our programs, to provide: work experience, training (on and off-site) and counselling to the long term unemployed, youth, women, persons with special needs, and those workers threatened with unemployment.

To achieve these objectives, STEP offers a variety of assistance to employers/sponsors including: program information, proposal review, financial assistance and program/training evaluation. STEP works closely with employers/sponsors from the onset of a training initiative through to its completion.

Through funding partnerships with HRDC, STEP also oversees three Aboriginal Employment Services (AES) offices throughout the Interior.

Individuals requiring services can contact the nearest AES office where trained counsellors are prepared to assist with a wide range of employment services including: one-on one counselling, career assessment tools, referrals to employment or other community services, resource library, and a variety of employment related workshops.

Employer Services offered include:
Job board advertising, screening and referral services, access to wage subsidies, and client support.

Clorinda has managed the Shuswap Training & Employment Program since 2005. Her duties include budgeting, revision of funding proposals, and the supervision of contracts for Employment Services for the SNTC member communities along with urban residents.

The Shuswap Training & Employment Program (STEP) administers training and employment programs for 10 Shuswap communities and surrounding areas within the southern interior. STEP offers assistance to Bands, Aboriginal organizations, and individuals through a variety of programs, services and funding.

STEP provides operational funding for the Aboriginal Training Employment Centre in Kamloops, which proivided Aboriginal clients access to funding for training and employment interventions.

STEP Strategic Initiatives (SI) funding offered through the EAS offices
Provides access to funding for skill devlopment and short term Targeted Wage Subsidy (TWS) for clients that are registered and working on Return to Work Action Plans (RTWAP) with employment counsellors.

Employment Services Offered: 
Employment Counselling and job readiness training, job board updated daily, information on financial assistance for training & skill enhancement, referrals to employment and other resources, computer access for job search and resume development, resume printing and faxing.

Scholarship/Bursary Program: 
STEP awards four bursary/scholarships annually. 
Graduating Grade 12 Student Bursary: $500
Education Incentive Award: $500
Two Academic Achievement Scholarships: $2500

2) URBAN PROGRAMS DEPARTMENT

Definition of Kamloops Urban catchment area:
Census Agglomeration 925 (CA) the geographic area defined for the Kamloops urban area is based on the 1999 Statistics Canada Census definition including Logan Lake; Thompson Nicola Subdivision B; Kamloops; Kamloops 1; Chase (Adams Lake Indian Band); Sahhaltkum 4 (Kamloops District on right bank of South Thompson River SW of Little Shuswap LK); and Neskonlith (Kamloops District, all sections W.6M on right bank of South Thompson River, 4 miles below Little Shuswap Lake)(Service Canada 1999)

Urban Funds are allocated to the Aboriginal Training and Employment Centre (ATEC) to support Essential Skills training and employment maintenance, as well as to Central Interior Trades and Apprenticeship Centre (CITAC) to support Aboriginal clients in their trades’ certification programs.

Urban funds are also available to community organizations to deliver employment & training programs locally for Aboriginal people on a Request for Proposal (RFP) basis.

Program Description
ATEP connects Aboriginal people to Employment opportunities in BC to transition individuals into sustainable employment through job-related training and support services (e.g. workplace supports, mentoring/coaching, retention tools, etc.) The ATEP program is funded by Canada- BC Labour Market Agreement.

ATEP will directly lead to Employment for Aboriginal people with employers, industries, and First Nations economic development and self-governance projects of varying size in the SNTC-ASETS service area which includes Interior Salish Employment & Training Society (ISETS), Fraser Thompson Indian Services (FTISS) and Shuswap Training & Employment Programs (STEP).  ATEP project will include both pre-Employment training and Employment element. Trainees in ATEP programs must be employed within 3 months of training completion date.

ATEP objectives include:
• Directly linking Aboriginal labour supply (people) with labour demand (jobs);
• Increasing Aboriginal people’s job readiness and employability through training and certifications;
• Stimulating partnerships between the public and Aboriginal education and training providers, other Aboriginal organizations, and employers and industry  groups;
• Providing strategies/ tools to increase the retention of employed Aboriginal people; and
• Enabling Aboriginal participation in economic and self-governance opportunities in and/or adjacent to their communities.

Who is Eligible?
Eligible Participants are Aboriginal residents of BC, who is/are?:
a) Unemployed non EI clients; not receipt/received   EI in the last 3 years or 5 years in the case of maternity or parental leave
The focus of training should include at a minimum life skills, essential skills, career counseling and certification training with a minimum length of 4 weeks and maximum length of 12 weeks. The training must be completed by December 2012.

  • The end result of training must link to employment opportunities of at least 6 months duration.
  • The training must demonstrate measurable outcomes, and include internal evaluation mechanisms. An external evaluation will be conducted by SNTC.

ATEP funds are available to First Nations and community organizations to deliver employment & training programs locally for Aboriginal people on a Request for Proposal (RFP) basis.

4) ABORIGINAL TRAINING EMPLOYMENT CENTRE (ATEC)

Assistance for all Aboriginal clients conducting  job search and career options which includes a job postings board, computers, telephones, and  fax machine. There are employment counselors available to assist with funding options for training.
The Essential Skills Training Centre is located at this office which assists clients with career exploration and preparation in the areas of Reading, Document Use, Nummeracy, Writing, Oral Communication Working With Others, Thinking, Computer Use, and Continous Learning.

The Fraser Thompson Indian Services Society (FTISS) administers training and employment programs for four First Nations communities - Ashcroft, Boothroyd, Skuppah, and Spuzzum.

FTISS encourages the communities to locally define and identify needs and priorities of the communities through employment training programs and services.

FTISS’s main objective is to provide training and/or work experience for members of our communities that have experienced long-term unemployment, enhance the skills of our employed, and to develop a skilled workforce. To achieve these objectives FTISS provides the following programs:

  • Youth Development Program
  • Service Delivery Assistance Program

  • Workplace Training Program

  • Job Development Program

  • Human Resources Investment Fund (Section 25)

Client Services
FTISS offers assistance for a variety of programs to the communities such as financial assistance, calls for proposals, proposal review and approvals, to program training and evaluation.
Individual Community Members
Individuals are required to go through their band, or another Aboriginal organization to access sponsorship funds. Or individuals may use the services provided by the local Human Resource Centre of Canada (employment office).
